Situation in the 5 Transformative Experiments

One of the main goals of TeRRItoria is to contribute to the implementation of Responsible Research and Innovation (RRI) at regional and territorial level. This will be done with the aim of matching and fusing together the governance of research and innovation strategies with RRI’s multiple keys for societally conscious and sensitive considerations in science. In doing so, TeRRItoria will help ensure that public expectations of science match regional governance realities.

Smart Specialisation Strategies (S3s) were introduced as part of the European Union’s Cohesion Policy for the enhancement of decision-making and stakeholder involvement in innovation policies at both regional and national level. In this framework, the use of RRI keys and approaches may be of particular relevance to the processes of priority-setting, decision-making, and investments, as well as the implementation phase in the field of innovation and research, which all imply a multi-stakeholder approach.

Below you can find a summary of the organisational structure and points of focus of the S3s of the 4 regions and 1 municipality where the transformative experiments will take place. These are distinct territories with their own unique background, culture, infrastructure, and priorities regarding the adoption of RRI practices. Therefore, emphasis should not be placed on arriving at a common conclusion or comparison. Nonetheless common ground for potential exchanges and mutual learning can be found in the priority areas for S3s:

Central Macedonia:

  • ICT (priority B)
  • Energy & environment (priority B)
  • Transport & logistics (priority B)

Emilia Romagna:

  • Agri-food (priority A)
  • Construction (priority A)
  • Mechatronics and automotive (priority A)
  • Health and wellness (priority B)
  • Cultural and creative industries (priority B)

Trøndelag:

  • Ocean-based economy
  • Smart communities
  • Tourism
  • Bio-economy
  • Circular economy

North east Romania

  • Agri-food,
  • Biotechnologies
  • Textiles & new materials
  • Tourism
  • Health & wellness
  • ICT
  • Energy & environment

Gabrovo

  • Mechatronics
  • ICT

As seen from the list above some overlap can be found between the different regions in terms of their smart specialisation priorities. Those mainly include: ICT, Tourism, Agri-food, Health & Wellness, Energy & environment, Textiles, Mechatronics, and Construction. Exploiting these overlaps via mutual learning and exchanges may hopefully lead to fruitful inter-regional synergies
